system error

i keep getting a system error &h8007007e (-2147024770)

i googled this extensively and eventually got a link to download registry cleaner, i did this but then wen i tried to open my file instead of system error &h8007007e (-2147024770), i got something like "actbar.ocx missing or something", which made me think i deleted sumtin important.

any help much appreciated!!
